COMPETITION RULES

 GENERAL CONSIDERATIONS

​

                                                                                                                                                                                        

 

 

   Snow Race Comandău is a stage of the Regional Enduro Cross Cup of Romania for the year 2024

       Snow Race Comandău is an OPEN competition, open to both Romanian and other nationalities.

         Snow Race Comandău is a competition registered in the official calendar of the Romanian Motorcycle Federation.

     All participants and all persons involved in any way in the organization and conduct of the Comandău Snow Race contest are required to know and comply with the provisions of this regulation. The organizer may refuse to enter the competition or may eliminate during the competition any competitor who :

​

does not comply with this regulation;

has an aggressive and/or inappropriate attitude;

disturb the conduct of the competition;

creates an unpleasant and/or tense atmosphere; 

                                               

​

               All events related to the organization and conduct of the contest will take place at the contest secretariat (registrations, technical meetings, display of results, submission and resolution of appeals, awards ceremony, etc.). In the area of ​​the competition secretariat, the organizer will take measures to set up an information board where, during the event, information and news about the competition, the ranking by days, the competition program and any changes to it will be displayed. The organizer undertakes to display all the necessary information in a timely manner.

COMPETITOR

​

The Comandău Snow Race competition is open to all people who, at the time of registration, have paid the participation fee and present the following documents:

​

​

      Romanian competitors must have a valid license issued by the FRM (Romanian Motorcycling Federation);

      Romanian competitors who do not have any kind of license can purchase from the Competition Secretariat the license issued by the FRM valid only for the Snow Race Commandau competition;

​

      Foreign competitors must have a valid international license issued by the FIM/FIM-Europe (Fédération Internationale de Motocyclisme) or a valid national license issued by the national motorcycling federation of their country, both accompanied by the start permit issued by the national motorcycling federation of their country (the document called Rider Start Permission);

      Foreign competitors who do not have any kind of license must have a release issued by the national motorcycling federation of their country (the document called Rider Release) in order to be able to purchase from the Competition Secretariat the license issued by the FRM valid only for the Snow Race Comandău competition;

      The /"Rider Start Permission"/ and /"Rider Release"/ documents can be drawn up individually (for a single rider) or in a group (for several riders) and can only be issued by the national motorcycling federation of each rider's country of origin competitor in part. These documents must be drafted in English, otherwise they will not be officially recognized;

      Accident insurance for competitions, can be purchased from the Competition Secretariat, is valid only for the Snow Race Comandău competition;

 

​

      Valid medical certificate issued by sports medicine. It can be purchased from the Contest Secretariat. Competitors over 50 years of age will need to have a medical visa and cardiology certificate. Attention, the CARDIOLOGICAL OPINION will NOT be able to be drawn up at the Contest Secretariat;

​

      Identity document;

 

      The registration form (for those who did not register online, it can be obtained from the Contest Secretariat);

​

​Statement of responsibility. It will be completed at the Competition Secretariat;

 

      Competitors who, up to and including the day of the start of the competition (FEBRUARY 16, 2024), have not turned 18 will not be able to enter the competition without the agreement to participate in the competition given in front of the notary by both parents in the original. It will NOT be possible to prepare it at the Contest Secretariat. The minimum age for participation is 14 years.

PARTICIPATION FEE AND METHODS OF PAYMENT

​

​

Any team can register online.

     Starting on February 16, 2024 00:00 local time, online registration will be closed. After this date, registrations can only be made at the Contest Secretariat. Payment of the participation fee can only be made in cash at the Contest Secretariat. The document through which the payment is made will necessarily contain the names of the competitors in the team for which the participation fee is paid.

CATEGORIES OF PARTICIPATION

The competition is held in two categories:

​

    1. SNOWMOBILE CATEGORY (FOR TEAMS):
Class A PROFI – for the experienced, in very good physical condition,

Class C HOBBY - for beginners (good physical condition required).

   2.CATEGORIA SNOWBIKES ( INDIVIDUAL ):

 There are no classes in this category.

CONTEST NUMBERS

​

 

 

​

Contest numbers are assigned by the organizer in the chronological order of entries. Contest numbers cannot be changed during the contest. It is forbidden to show up at the start of each day without the competition numbers given by the organizer stuck on the snowmobile or snowbike. It is forbidden for competitors to make up competition numbers. In case of damage to the contest number, the competitor will request the organizer (contest secretary) to assign another copy of the contest number.

START PROCEDURES
General considerations for all competition days:

​

​

​

​

​

   The first at the start will be the teams registered in the SNOWMOBILE class A category, followed by the teams registered in the SNOWMOBILE class C category and the last competitors will be those registered in the individual SNOWBIKE category.

If a team/competitor does not show up at the start (cannot start) when it is his turn according to the start list, he will start at the end of the category/class he belongs to (A, C, SNOWBIKE), in the chronological order of the contest numbers.

 

 

DAY 1 (PROLOGUE)

​

Competitors will take the team/individual start in the order of competition numbers, at intervals of 10, 20 or 30 seconds, interval set by the organizer according to the number of teams/competitors and communicated at the technical meeting on the morning of the race.

DAY 2

​

Competitors will take the team/individual start in the order of the ranking drawn up after the prologue, thus the team/competitor with the lowest time from the prologue will take the first start. The teams will start one by one at intervals of 10, 20 or 30 seconds, an interval set by the organizer according to the number of teams and communicated at the technical meeting on the morning of the race.

ROUTE MARKING

​

​

​

​

​

The marking of the route is done with marking tape. Competitors entered in Class C will compete on one color of marking tape and Class A competitors will compete on two colors of marking tape (C-class color for common sections and a specific color for tests that are on the course for A-class only) . There is also a third color of marking tape to mark sections of the wrong/closed/forbidden road. The points where the route of class A and C separates will be marked with marking arrows or will be signaled by the referees. At the points where the class A and C route meet, the direction to follow will be marked with strips of both colors or arrows or will be indicated by the referees. The colors of the marking strips for each class and for the wrong/closed/forbidden road sections will be communicated at the technical meeting. GPS is mandatory. The organizer will provide the competition route in GPS format! Competitors who are in the situation of not having a GPS, can rent it at cost from the Contest Secretariat. Attention, the trace in GPS format will be deleted from the contestant's device at the end of the contest day. The control points (check point) will be marked with CP no. X and will consist of a corridor of marking tape with a length of approximately 10m. Supply points will also be visibly marked. The start and finish will be marked accordingly.

SAFETY MEASURES 

​

​

​

​

All participants in the competition are required to take all safety measures to prevent injury to themselves, other participants, officials, spectators, third parties, domestic and/or wild animals, other vehicles, private property and/or public. When approaching a slower competitor, the faster competitor must make its presence well known before overtaking it. It is not the obligation of the slower competitor to notice and take special action to allow the faster approaching competitor to pass. If a competitor observes another injured competitor, he must ensure that the integrity of the injured competitor is not in danger, and then immediately notify the Competition Director. If this is not possible, he will notify the nearest official. If this is also not possible, by moving along the route to the first control point encountered, he will announce the incident. Any time a competitor spent helping another injured competitor will be deducted from that day's time. This will be done by the Competition Director following the notification made by the competitor and confirmed by the injured pilot and by other possible witnesses. In the event of a technical failure, the machine will be immediately removed from the competition route to avoid potential collisions with other competitors. In the event of a technical failure and/or injury, the respective competitor will not deviate from the competition route to make it possible for the organizer to locate him. Leaving the competition route is prohibited. The only way out of the competition route is through the control points, strictly following the instructions of the officials. Traveling the competition route, for any length and for any reason, in the opposite direction to the normal one is strictly prohibited!

ARBITRATION AND SIGNALS

​

​

​

​

​

As a general rule, all officials, referees and course commissioners will wear specific insignia that will be communicated to the competitors at the technical meetings so that they can be easily recognized. Competitors are required to stop at checkpoints near the respective referee to ensure that their passage through that checkpoint has been recorded. The departure from the checkpoints is done slowly, until the exit from the marked corridor. On the competition route, in the area of ​​the competition secretariat and the motorcycle/service park, competitors must strictly follow all the instructions of the officials.

CODE OF DISCIPLINE AND ARBITRATION

 

 

 

 

The penalties are:

 

the warning;

time penalty;

disqualification for that day;

elimination from the competition.

​

Sanctions are established by the Competition Director, at the proposal of the officials, after prior consultation of the point of view of the athlete in question and any witnesses. The decisions of the Competition Director can be challenged before the competition jury. In case of elimination from the competition, the participation fee is not refunded.

​

CONTESTATIONS

​

​

​

Any appeals will be submitted in writing to the contest secretariat within a maximum of 30 minutes from the display of the provisional results.

RANKING

​​

​

​

​

As a general rule, the Snow Race Comandău competition takes place based on the /"best time wins"/ rule. The calculation formula is the addition of the time from the 2 days of the competition as follows - time day 1 (prologue) + time day 2 + possible penalties = final time.

The team must complete the entire competition route (day 1, day 2), correctly passing through each control point (or missing the maximum allowed number of control points), in the shortest time, is the winner of the competition. The team consists of 2 pilots. The drivers are obliged to help their teammate and wait throughout the route, crossing the finish line at approximately the same time, the final time being recorded by the last driver in the team who crosses the finish line., The team that has a difference of 30 minutes between the 2 pilots at the control points is disqualified. The team that does not reach the finish line with both drivers is disqualified .

The team can finish the race on only one snowmobile in case of a breakdown .

The competitor must complete the entire competition route (day 1, day 2), correctly passing through each control point (or missing the maximum allowed number of control points), in the shortest time, is the winner of the competition. 

A winner will be determined for each participation category (A, C, SNOWBIKE). In case of events not attributable to the organizer (e.g. inclement weather conditions), the ranking will be established taking into account the time from the last timed Check Point through which at least 30% of the total number of competitors have passed.

TIME PENALTIES AND DISQUALIFICATIONS

​

 

 


Day 1 – Prologue

 

The teams that do not participate in the prologue will automatically receive the time obtained in the prologue by the lowest ranked team to which a 15 minute time penalty will be added. Also, the teams will leave last on day 2 of the competition in order of prologue times and competition numbers.

 

The teams that start in the prologue but do not reach the finish will automatically receive the time obtained in the prologue by the lowest ranked team to which a 5-minute time penalty will be added. Also, they will leave last on day 2 of the competition in order of prologue times and numbers

of competition.

Competitors who do not participate in the prologue will automatically receive the time obtained in the prologue by the lowest ranked competitor to which a 15 minute time penalty will be added. Also, they will leave last on day 2 of the competition in order of prologue times and competition numbers.

Competitors who start in the prologue but do not reach the finish line will automatically receive the time obtained in the prologue by the lowest ranked competitor to which a 5-minute time penalty will be added. Also, they will leave last on day 2 of the competition in order of prologue times and competition numbers.

​

Day 2 

​

The following are considered missing a control point:
Failure
  of a competitor to appear at a control point;
  The arrival of a competitor at a control point from a different direction than the normally traveled competition route or from the route of another class;
  Departure of a competitor from a control point in a direction other than the competition route or on the route of another class
.

 

 

The disqualification of a competitor may occur under the following conditions:

​

Presence on the competition route before the start of the competition;

Refueling with the engine running;

Smoking at the refueling point;

     Failure to stop at the control point or at any other point on the route if requested to do so by the official at that control point. A competitor who is disqualified on a day of competition may start on the next day of competition, after the start of the competitors in the class to which he belongs, in the order of the competition numbers.

RESPONSIBILITY OF PARTICIPANTS

​

​

​

Competitors are obliged to stick on the snowmobile/snowbike all the materials provided by the organizer. The competition route is entirely off public roads. On the sections of public road between the Moto Park and the Start, between the Finish and the Moto Park respectively on the connecting sections between the stages of the race, the competitors will move in compliance with the provisions of the Highway Code in force. The responsibility for the actions of competitors on these sections of public road belongs entirely to them. Competitors are requested not to leave their equipment or personal belongings unattended, the organizer assumes no responsibility for these. Only snowmobiles/snowbikes in the motorcycle park will be supervised and guarded. Each competitor participates in the competition at his own risk. The civil and criminal liability for any damage caused to the person, other competitors or any property rests exclusively with the participants.
